Context

CAR is in post-conflict recovery with security challenges and critical infrastructure gaps, particularly in smaller, conflict-affected towns and cities like Paua. Both government budgetary restrictions and environmental sustainability reasons indicate that the provision of solar-powered street lamps is one of the key initial measures of high impact for local communities' early recovery

Lack of public lighting at night to enhance security and allow for longer economic and social activity hours

Overall objective

Improve night-time security along the two main avenues of Paua, to support increased economic and social activity by both the local population and surrounding communities

Implementation approach

Carry out an initial baseline survey before installing lamps to evaluate most effective locations in terms of impact. Agree with local community leaders and local government authorities on placement of solar street lamps and roles of various actors (community groups, city authorities and service staff, implementer staff)

Monitoring and evaluation approach

Weekly field inspections and reports. Impact survey to be carried out as soon as implementation is completed. Results will be evaluated and final report compiled and shared with donors.
