Purpose
To fund small and medium pilots that deliver reliable off-grid energy services while strengthening community resilience to climate shocks, and to generate transferable evidence on what works.
Background and context
Communities in the target areas face repeated climate shocks alongside almost no reliable electricity, which limits health services, water pumping, lighting for safety and small enterprise.
Objectives
1. Deliver off-grid energy services to households and public facilities. 2. Strengthen community-level climate resilience planning. 3. Document verified delivery evidence and lessons for replication.
Expected results
At least 2,500 people with reliable access to off-grid energy; 12 public facilities powered; one community resilience plan per site; verified field evidence published on the platform.
Thematic priorities
Off-grid solar, productive use of energy, climate-resilient infrastructure, community-managed maintenance.
Organization eligibility
National or international implementers registered and approved on Impact360, with at least two years of relevant delivery experience and an active safeguarding policy.
Project eligibility
The proposal must reference an existing registered project on Impact360, with registered activities, sites and measurable targets.
Eligible costs
Equipment and installation, community training, local staff, monitoring and verification, and a maximum 7% indirect cost recovery.
Ineligible costs
Vehicle purchase, land acquisition, debt servicing, and retrospective costs incurred before the award date.

Registration certificate, most recent audited accounts, safeguarding policy.
Evaluation criteria
Relevance to the call (30), technical approach and feasibility (30), delivery track record and verified evidence (25), value for money (15).
